Business trip to pilot schemes of Kojo-Kaiyr canal of Kadamjai rayon of Batken oblast and main canal Levaya Magistral Kugart of Suzak rayon of Jalal-Abad oblast from July 18-21, 2016

Purpose of trip:
- Meeting with specialists of RVK, OVK units (Repair and Construction Unit, Water Use Unit, WUA OSRU, AHE) in order to introduce with objectives and tasks of NWRMP-1 project as well as with planned work for 6 pilot schemes of Kojo-Kaiyr canal of Kadamjai rayon of Batken oblast and main canal Levaya Magistral Kugart of Suzak rayon of Jalal-Аbad oblast;
- Participatory work, introduction with project action plan to OVK and RVK staff;
- Inspection of Kojo-Kaiyr canal and Levaya Magistral canal together with specialists of RVK, OVK, Repair and Construction Unit, Water Use Unit, WUA OSRU, AHE, survey of canals condition, water accounting (hydroposts) to review possibilities for implementation of the latest water accounting system in pilot schemes.
Visited facilities:
Working meetings with staff of Kadamjai RVK, Batken OVK, Suzak RVK and Jalal-Abad OVK were held under this trip, also pilot schemes of Kojo-Kaiyr canal of Kadamjai rayon of Batken oblast and main canal Levaya Magistral Kugart of Suzak rayon of Jalal-Аbad oblast were visited.
Participants of the meeting:
- Meeting with the staff of OVK and WUA OSRU of the Jalal-Abad OVK was held for Levaya Magistral Kugart scheme on July 18, 2016. 9 employees of the abovementioned organizations were attended.
- Field trip to Levaya Magistral Kugart scheme and hydro-units together with staff of Suzak RVK was organized on July 19, 2016, 17 persons have participated in this trip.
- Visit to the headworks of main canal Kojo-Kaiyr on the Isfayram River was organized on July 20, 2016. Meetings with specialists of hydro-units and with the staff of Kadamjai RVK were held. Meeting was attended by 11 persons.
- Meeting for main canal Kojo-Kaiyr together with specialists and staff of Batken OVK, WUA OSRU was held on July 21, 2016. This meeting was attended by 9 persons.

Results of the trip:
- Project actions were agreed with management of OVK and RVK for the pilot schemes related to improving irrigation service delivery (maintenance prioritization, drafting water use plans using CROPWAT etc.).
- Discussion process with WUA OSRU on capability of the pilot schemes of WUAs on installation of new, innovative control and measurement devices and payment of their routine operation, the installation of the control and measurement devices to be included into the NWRMP-1 project, was started (questionnaires for WUAs for pilot schemes of the project were disseminated).
- RVK and OVK staff were introduced with draft Manual for Management of Off-farm Irrigation and Drainage Infrastructure Plan (MIDI) and the need to draft 5-year maintenance plans.
- Consultations to executive persons on filling forms and tables for MOM procedures were given. Recommendations on commissioning and filling Spreadsheets A and C for Kojo-Kaiyr canal and Levaya Magistral on the Kugart River were given in order to conduct survey on critical parts to be included further into maintenance works.
- During working meetings, in accordance with analysis of submitted materials, is required to conduct workshop on checking filled Spreadsheets A and C for pilot schemes of the project in August (early September).
