Scheduled meeting of Таlas River Basin Council
On February 17, 2017, a scheduled meeting of the Talas River Basin Council (hereinafter TRBC) was held in the conference hall of the Kerben-Palace Hotel in Talas city in accordance with the work plan for Component 1 of the National Water Resources Management Project Phase 1 (NWRMP- 1).
Specialists of the Department of Water Resources and Land Improvement (DWRLI), Talas OVK and RVK, AHE, WUA support units, as well as representatives of such organizations as the Agrarian Development Sector of Talas oblast, akims of the rayon state administrations, representatives of the Ministry of Emergency Situations, Center of State Sanitary and Epidemiological Supervision, Talas Inter-District State Inspectorate, Talasvodokanal Administration, Hydrometeorological Station “Kyzyl-Adyr”, LLC “Altyn-Alliance” the Kyrgyz part of the Secretariat of the Chu-Talas Water Management Commission and the water management councils of all water users have participated in the meeting.
The meeting was opened by Koilubaev A.K., Deputy Director General of the DWRLI and Batyrkulov B.B., Chairman of the Talas River Basin Council. In its turn, they warmly welcomed the participants of the meeting and wished a successful and fruitful work in the development of the river basin plan.
According to the program of the meeting, the Component 1 Advisor Mamataliev N.P. have presented presentations on the topics “On the development of Water Strategy”, “On the National Water Council”, “On water use permits and principles of water resources management”. Together with him a presentation was made by Sydykova D.M. – local river basin planning and management specialist on the topics “On River Basin Councils and their powers”, “On the development of preliminary river basin plans”, “On the involvement of stakeholders”, “On the formation of a register of issues and the identification of objectives and tasks of the River Basin Plan”. During the meeting, questionnaires were prepared and distributed to all participants on existing problems in all sectors of the river basin.
In the second half of the meeting the participants have discussed the relevant issues of the river basin. The participants have noted that the involvement of stakeholders is a key factor at all phases of the development and implementation of the River Basin Plan. Given the specifics of the management of this river basin, stakeholders have considered the composition of the working group on the development of the Talas River basin plan by name. At the end of the meeting, the facilitators have worked with participants on the questionnaire to identify existing problems, they have discussed it, collected the completed questionnaires and summed up the meeting.
Following the meeting of the Talas River Basin Council, the following results were achieved:
- The work of the Talas River Basin Council has been restarted
- All stakeholders such as the Department of Water Resources and Land Improvement (DWRLI), Talas OVK and RVK, AHE, WUA support and development unit, as well as representatives of such organizations as the Agrarian Development Sector of Talas oblast, akims of the rayon state administrations, representatives of the Ministry of Emergency Situations, Center of State Sanitary and Epidemiological Supervision, Talas Inter-District State Inspectorate, Talasvodokanal Administration, Hydrometeorological Station “Kyzyl-Adyr”, LLC “Altyn-Alliance” the Kyrgyz part of the Secretariat of the Chu-Talas Water Management Commission and the water management councils of all water users have participated in the meeting.
- The working group on development of the Talas River Basin Plan was established
- Questionnaires on identification of existing issues of the Talas River Basin economy sectors were filled.
